I have a slightly different interpretation than JH. Like any other armed force, the Ukrainian military has careerists as well as ideologues. If you're of the former, and your hands are clean, which is to say you have not participated in war crimes, then all of a sudden you see yourself on the target list, that's a big incentive to remove the military and civilian leadership and sue for peace. You'll be rid of the threat and still have a career in the post-war reformed military. I see this as a possible intended outcome. Whether or not it succeeds is another question.
