Just finished it (in longer than 5 minutes, doodling on a screenshot, yechh). This one was straight "satisfy constraints" forced placements until the final pair of three-digit rows (725, 257) that could be placed indifferently in the two remaining places on the right column.
Like Minesweeper and other SAT (satisfiability) problems, the trouble is when they're under-constrained and there are various solutions to explore (and backtrack from, when painted into a corner or blown up).

I changed the tiers now: 35% medium, 50% hard, 15% diabolical.
To achieve that, I let my computer calculate over 200 diabolical sudoku's (well, actually 116k before I got those 200 because they're notoriously difficult to generate)... Not impossible. Just really tough 😉

I actually made it in such a way that you can right-click it and "open image in new window" & then print it.
Billions spent on the "paperless office", and you print? HP shareholder, huh?
(Just kidding, I was actually too lazy to print, just annotated the image. "Laziness died of thirst sitting by the fountain" as the saying goes here.)
